The Financials: Retail Cannabis Start-Up Costs

How much does it actually cost?
Before you sign a lease, you need a realistic view of the capital required. Opening a dispensary in Ontario typically costs anywhere from $150,000 to over $950,000.

Why such a wide range? It depends on your location, the size of your store, the extent of your renovations (that’s where we come in!), and your initial inventory. You need to account for licensing fees, secure storage installation, surveillance systems, and high-quality interior design to stand out in a competitive market.

Step 1: Getting Your Retail Operator Licence (ROL)

Think of the ROL as the "background check" for you and your business entity. You cannot legally sell cannabis without it. You will apply for this through the iAGCO online portal.

The Criteria:
To qualify, you must meet the eligibility requirements set out in the Cannabis Licence Act, 2018. The AGCO (Alcohol and Gaming Commission of Ontario) will look for red flags that could disqualify you, such as:

  • Owing taxes to the CRA or the province without a repayment plan.

  • A history of involvement with illegal cannabis operations.

  • Having a Licensed Producer (LP) own more than 25% of your corporation.

The Fees:

  • Application Fee: $6,000 (2-year term).

  • Renewal: $2,000 (2-year term) or $4,000 (4-year term).

Tip: Be transparent. Background checks are mandatory for all key stakeholders. Trying to hide third-party agreements or past issues will only delay your application.

Step 2: Selecting the Perfect Location

Before you fall in love with a storefront, you must ensure it meets two critical criteria:

  1. Municipal Approval: Not every city in Ontario allows cannabis retail. You must choose a municipality that has "opted in." Major hubs like Toronto, Hamilton, Ottawa, and London are open, but you should always check the AGCO’s municipal list to be sure.

  2. The 150-Metre School Rule: Your store cannot be located within 150 metres of a school (public or private).

    • How it’s measured: In a straight line from the property line of the school to the property line of your store.

    • The Catch: If your store is on an upper floor, the vertical distance may also be included in the measurement.

Step 3: Applying for Retail Store Authorization (RSA)

Once you have your ROL (or have applied for it) and secured a lease, you need to apply for the Retail Store Authorization (RSA). This license is specific to the physical building where you will sell the product.

The Public Notice Period
Once you have possession of the store, the AGCO requires a 15-day Public Notice phase.

  • You will receive a placard (PDF) from the AGCO.

  • You must post this placard physically on your storefront for 15 days.

  • This gives the community a chance to voice any concerns.

The Fees:

  • Application Fee: $4,000 (2-year term).

  • Renewal: $4,500 (2-year term) or $7,000 (4-year term).

Step 4: Design, Construction, and Compliance

  • Surveillance: High-definition cameras must cover the interior and exterior, with no blind spots in sales or storage areas.

  • Flow & Visibility: The layout must prevent unauthorized access to inventory while ensuring customers can browse compliantly.

  • They will check the security cameras.

Step 6: Ordering from the OCS

Once you pass inspection and receive your RSA, you can officially onboard with the Ontario Cannabis Store (OCS). You will sign a commercial agreement and gain access to the OCS Wholesale Portal.

This is the only legal way to purchase recreational cannabis inventory for your store. Shipping typically takes about 2 business days, so plan your grand opening accordingly!

Step 7: The Grand Opening

Before you unlock the doors for customers, there is often a final Pre-Opening Inspection to ensure you are displaying the Provincial Retail Seal correctly and that all reporting systems are active.
